Nicholas MaysProfessor Nicholas Mays

Professor of Health Policy, London School of Hygiene & Tropical Medicine, United Kingdom

Professor Mays has diverse experience in the field of health policy. Before coming to the School he had worked in the National Health Service in England (with spells in public health and in representing consumers' interests), in academic health services research (at the Universities of Leicester and London (St Thomas' Hospital Medical School), and the Queen's University of Belfast), in the independent sector (with a think-tank, the King's Fund, where he was director of health services research) and as a civil servant (as a policy adviser with the New Zealand Treasury).

He joined the School in May 2003 after almost five years in New Zealand. he maintains a direct involvement in health and wider social policy-making by continuing to provide periodic advice to the New Zealand Ministry of Health and the Treasury.

He currently directs the Department of Health funded Policy Research Unit in Policy Innovation Research which is a collaboration between LSHTM, the London School of Economics, Imperial College and other leading health research institutes (

Jeff ReadingDr. Jeffrey L. Reading MSc PhD FCAHS

Director of the Centre for Aboriginal Health Research, University of Victoria, Canada

Dr. Reading earned his PhD in Community Health Sciences in the Faculty of Medicine at the University of Toronto. He has held the first endowed research chair at the department of Public Health Sciences at the University of Toronto, the Trans-Canada Pipelines Chair in Aboriginal Health and Well-being and has completed a term (2000-2008) as the inaugural Scientific Director of the Canadian Institutes of Health Research - Institute of Aboriginal Peoples’ Health (CIHRIAPH). Currently, Dr. Reading is the Director of the Centre for Aboriginal Health Research based at the University of Victoria where Dr. Reading is a full professor in the School of Public Health and Social Policy and a faculty associate with the Indigenous Governance Program.

As an Indigenous scholar of Mohawk ancestry, understanding and improving the state of the health of Aboriginal people in Canada has continually been a pursuit for Dr. Reading. For more than two decades, he has dedicated his time to enhancing knowledge and comprehension of the importance of Indigenous health issues in Canada and abroad. As an epidemiologist, Dr. Reading’s research has brought attention to such critical issues as disease prevention, tobacco use and misuse, the importance of safe drinking water, accessibility to health care, and diabetes among Aboriginal peoples in Canada. His determination to develop solutions contributed to the creation of the Canadian Institutes of Health Research - Institute of Aboriginal Peoples’ Health in 2000 as part of a movement calling for a national advanced research agenda in the area of Aboriginal health. The overarching goal of the CIHR-IAPH is to improve the health of Aboriginal peoples’ living in Canada and to work collaboratively to improve Indigenous peoples’ health on a global scale. The CIHR Guidelines for Health Research Involving Aboriginal People and the CIHR-Institute of Aboriginal Peoples’ Health-Commemorative Report 2000-2008 are two significant CIHR publications that reflect Dr. Reading’s outstanding achievements as the inaugural CIHR-IAPH Scientific Director.

Rebecca RosenDr Rebecca Rosen

Senior Fellow, Health Policy, The Nuffield Trust
GP, Ferryview Health Centre, London, United Kingdom

Rebecca is a Senior Fellow in Health Policy at The Nuffield Trust and a General Practitioner in Greenwich. She is also an accredited public health specialist. Her current policy interests include integrated care, primary care, emerging roles for medical groups in the NHS and commissioning.

Rebecca is also a clinical commissioner in the Greenwich clinical commissioning group – where her lead commissioning responsibilities are long-term conditions and quality assurance. In the past Rebecca has worked as Medical Director of Humana Europe; as a Senior Fellow at The King’s Fund; and in NHS and academic public health departments.

Selwyn ButtonSelwyn Button

CEO, Queensland Aboriginal and Islander Health Council, Australia

Selwyn has held the QAIHC CEO position since July 2010. He commenced with QAIHC in December 2009 as General Manager, Sector Development. Prior to this appointment, Selwyn was the Director, Indigenous Health Policy Branch within Queensland Health. Selwyn also has worked in a variety of government policy development roles within the Department of Education and Training. He is a qualified teacher and has also served as a Police Officer with the Queensland Police Service for approximately 6 years. His main priority is the achievement of ‘an empowered and sustainable Aboriginal and Torres Strait Islander Community Controlled Health Sector in Queensland’. Selwyn has a Bachelor of Teaching degree.

Dr Stephen DuckettStephen Duckett

Health Program Director, Grattan Institute, Australia

Dr Stephen Duckett has held top operational and policy leadership positions in health care in Australia and Canada, including as Secretary of what is now the Commonwealth Department of Health and Ageing. He has a reputation for creativity, evidence-based innovation and reform in areas ranging from the introduction of activity-based funding for hospitals to new systems of accountability for the safety of hospital care. An economist, he is a Fellow of the Academy of the Social Sciences in Australia.

Adam ElshaugAssociate Professor Adam Elshaug

HCF Research Foundation Principal Research Fellow, Menzies Centre for Health Policy, The University of Sydney

Adam Elshaug is an internationally recognised health services and policy researcher with expertise in reducing waste and optimizing value in health care. He was a 2010-11 Commonwealth Fund Harkness Fellow based at the Agency for Healthcare Research and Quality (AHRQ) in Washington DC. From mid-2011 to mid-2013 he then served as NHMRC Sidney Sax Public Health Fellow in the Department of Health Care Policy, Harvard Medical School, Boston. In parallel, Adam became The Commonwealth Fund’s Inaugural Visiting Fellow for 2012-13. In addition to a strong programme of primary research, Associate Professor Elshaug works closely with government and third party payers in health care to design and implement reforms aimed at optimizing heath care safety and value.

Jane HallProfessor Jane Hall

Director, Strategy, Centre for Health Economics Research and Evaluation, University of Technology, Sydney, Australia

Jane Hall is the founding Director of CHERE and Professor of Health Economics in the Faculty of Business at UTS. She is a Fellow of the Academy of Social Sciences in Australia. In 2012 she was jointly awarded the Research Leadership Award in the Vice-Chancellor’s Awards for Research Excellence, University of Technology, Sydney. In 2011 she was awarded the inaugural Professional Award made by the Health Services Research Association of Australia and New Zealand, for her outstanding contributions to research, developing the field and mentoring others. Her research is focussed on the development of health reform in Australia and the evaluation of policy; and she is leading a new program exploring the economics of primary care. Her work has encompassed many areas of health services research including the evaluation of health service delivery programs, priority setting, and health technology assessment. She has held many advisory and Board positions, and is currently a member of the Board of the NSW Bureau of Health Information and also is a Board member of the Independent Hospital Pricing Authority. Jane has represented Australia in many international health policy forums. She is actively involved in policy analysis and critique, and is a regular commentator on health funding and organisational issues in Australia.

I began my professional career as a nurse working in the field of child and family health. I have since taught at a tertiary level in health services, worked as a manager with a Māori Development Organisation and in primary health care. In 1996, I returned to tertiary study completing a Post Graduate Diploma in Public Health at Otago University. I completed a Masters in Public Health from the same university soon after. I then completed both a PhD and Postdoctoral Fellowship with Te Pūmanawa Hauora, the Research Centre for Māori Health and Development, Massey University. I am fortunate to have received a number of awards to support my study: a Post Doctoral Scholarship Health Research Council NZ; a Health Research Council Postgraduate Scholarship; and a Health Funding Authority John McLeod Scholarship. In 2005, in collaboration with Ngāti Hauiti, I established Whakauae Research for Māori Health and Development, an iwi based research centre. I am currently research centre Director. I am passionate about this work and the ability research has to impact positively on Māori health outcomes. My research interests to date have concentrated on health service delivery and intervention, and the development of whānau, hapū and iwi based models to address Māori health issues, in particular tobacco control research with a focus on prevention and policy work.

Karen LuxfordDr Karen Luxford

Director – Patient Based Care, Clinical Excellence Commission, Australia

Dr Karen Luxford is Director – Patient Based Care at the Clinical Excellence Commission, Sydney, Australia (CEC). In 2010, Dr Luxford founded the Partnering With Patients program at CEC to promote patients, family and carers as care team members and the role of patient-based care in improving patient safety and quality in health care services. In 2008-2009, Dr Luxford was a Harkness Fellow in Healthcare Policy & Practice, Harvard Medical School, Boston and studied exemplar patient-focused organizations in the USA and the role of leadership, patient engagement and patient feedback in improving service quality. Dr Luxford is an ISQua Expert for the International Society for Quality in Health Care. In 2012, Dr Luxford received the Inaugural Life Membership of the Health Services Research Association of Australia and New Zealand.

Dr Luxford is a Fellow of the Australian Institute of Management and the Australian Association for Quality in Health Care. Dr Luxford is Chair of the Cancer Institute NSW Quality and Clinical Effectiveness Advisory Committee and an Honorary Associate, School of Public Health, University of Sydney, a Visiting Fellow, College of Medicine, Australian National University and Conjoint Lecturer, School of Public Health & Community Medicine, University of NSW. Dr Luxford was formerly General Manager of the National Breast and Ovarian Cancer Centre.

Geraint MartinGeraint Martin BA (Hons) MSc MInstD CHM

Chief Executive, Counties Manukau District Health Board, New Zealand

Geraint Martin was appointed as Chief Executive of Counties Manukau DHB in 2006. CMDHB is one of the largest DHB’s in NZ and services a population of over 450,000 with a high level of deprivation, diverse ethnic mix and young population.

Geraint previously worked for the Welsh Assembly Government, as Director of Health and Social Care Strategy. He has significant experience in developing national policy, and managing many levels of service provision in both primary and secondary care. He held the Chief Executive role at Kettering General Hospital, Northamptonshire from 2000-04, and senior executive positions in London and Birmingham hospitals. Whilst he was Director of Health and Social Care Strategy, Geraint authored a radical ten year strategy which began the redesign of Welsh Health and Social Care. This included the successful “Saving 1000 lives” Campaign.

At Counties Manukau DHB, Geraint has promoted clinical quality and clinical leadership as the central strategic drivers for improving patient care. This has led to a significant improvement in productivity and in access in Emergency Care. Middlemore Hospital is now in the middle of a $500M capital redevelopment programme, the largest in New Zealand. A central part of this is the establishment of Ko Awatea, the Centre for Innovation and Research, which will underpin the objective of making CMDHB one of the the leading healthcare systems in Australasia by 2015.

He has a Masters Degree of Management and Health Policy from the University of Birmingham. His post-graduate work has included the economics of healthcare at University of Aberdeen Medical School, and Corporate Strategy at INSEAD, Paris He is adjunct Professor of Healthcare Management at Auckland University of Technology and at the University of Victoria.

Cathy O'MalleyCathy O’Malley

Deputy Director-General Sector Capability and Implementation, Ministry of Health, New Zealand

Cathy O’Malley is the newly appointed Deputy Director-General of the Sector Capability and Implementation Business Unit which includes accountability for work on integration, primary care, and a range of population and personal health programmes. Before joining the Ministry, Cathy worked in management roles in the health sector and spent 10 years in the voluntary sector working for the YMCA, and as a management consultant. Most recently she has been the CEO of Compass Health (formally known as WIPA) and the associated Primary Health Organisations (PHOs), a position she has held since 1995.

Cathy is a graduate of Otago University and graduated in 1979 with a Bachelor of Physical Education. Cathy has travelled extensively studying health systems in the UK, Europe and USA and in 2011 completed the Harvard Business School programme: Leading High Performing Health Organisations.

Until taking up this role, Cathy was also an appointed member of the Executive Management Team of the Capital and Coast District Health Board and for 8 years has been a Director of the Wellington Free Ambulance.

Simon RoyalSimon Royal

Simon has held a wide range of senior Health industry and Māori focused management and leadership roles. Throughout his career he has gained experience in the following key specialist areas: Public administration, Treaty of Waitangi and Public Policy, Healthcare Policy and Management, Public/Private sector models for social innovation and entrepreneurship, Primary Healthcare and Population Health management. He is currently the Chief Executive of the National Hauora Coalition

Debbie RyanDr Debbie Ryan

Principal, Pacific Perspectives, New Zealand

Debbie is a Samoan medical practitioner with over twenty years of experience in the health sector. She has filled prominent leadership roles in Pacific health during critical stages of its development. This includes establishing a community primary care provider - South Seas Healthcare in South Auckland, leadership of the one of the first Primary Health Organisations (Tapasefika PHO) and governance roles for example as a Ministerial appointment to the first Board of Counties Manukau District Health Board. Debbie is a former public service leader of Pacific health policy and implementation with five years as the Chief Advisor Pacific Heath with the Ministry of Health. She established Pacific Perspectives in 2008.

Pacific Perspectives is an independent provider of health public policy advice and research; planning, design and delivery of health services; and workforce, leadership and organisational development; with a focus on improving outcomes for vulnerable populations. Pacific Perspectives is recognised for using cultural research methodologies to give voice to diverse Pacific communities and evidence based advocacy for quality and service improvement.

Debbie has unique experience in achieving change for Pacific people at all levels of design and delivery of the health system.
